This is a known bug in 17.1R1.8. Workaround: Limit CPU in libvirt:
Create distinct folders for VCP ( vcp-17.1R1.8 ) and VFP ( vfp-17.1R1.8 ). Move the respective .qcow2 files into these directories. Rename the VCP disk image to virtioa.qcow2 . Rename the VFP disk image to virtioa.qcow2 .
